Sales tax: the rule that applies to every Texas washer
Texas Comptroller publication 94-111 (Cleaning and Janitorial Services) states that “pressure washing buildings, sidewalks, and parking lots is taxable as building or grounds cleaning,” and that pressure washing tangible personal property is taxable as its maintenance. It also lists “washing windows, floors, walls, and ceilings” among taxable charges. Operators of janitorial or custodial services “should be collecting sales and use tax” and can request a permit online from the Comptroller.
Licensing
The Office of the Governor’s Texas Business Licenses & Permits Guide (2026-2027, updated December 2025) lists no state occupational license under cleaning and janitorial businesses - its entry points to Texas Commission on Environmental Quality air, water and storage-tank rules. The guide directs local licenses and permits to your city or county clerk. Form your entity with the Texas Secretary of State if you use an LLC or corporation.

The Governor’s guide lists TCEQ industrial wastewater and stormwater regulations for cleaning businesses. Cities with MS4 permits often restrict wash water entering storm drains - ask your city’s stormwater department.
